Simply put, you can only find Renlys smithing tools in Ogham Village. To start off, make your way through Act 1 until you get to the Ogham Village. We’ve also marked the exact location in the above image for your convenience so that you can see exactly where you need to go.
When you are here, you want to just explore around the map. Use your overlay map and everything like that to help you out, and then you are eventually going to find a place that looks like a boss arena.
You can easily identify this area by its burning buildings and scattered huts. You’ll encounter a few enemies at this place but keep in mind that it’s completely random as it’s never going to be set in the exact same place. Once you’re at this location, you’ll see a green quest item, and that quest item is the smithing tools.

Once you’ve got those, take them back to the Renley NPC, and the Finding the Forge quest will be marked as completed. At this point, you might be wondering what’s the point of doing all this. Well, as is tradition, you’ll receive valuable rewards in return, which is the Salvage Bench in this case.
