The reason why Star Wars Outlaws won’t be on Game Pass is because it is one of the biggest games of this year and is owned by Ubisoft.
According to the developers, it will be the first ever open-world Star Wars game and the biggest one in the franchise. So, Ubisoft sees no point in including it in the Game Pass for now.
