League of Legends Lead Gameplay Designer Matt “Riot Phroxzon” Leung-Harrison posted a preview of LoL patch 14.21.
In the tweet, he detailed a wave of changes on systems, particularly bounties and the Lethal Tempo rune, as well as plenty of nerfs for AP and non-item scaling champions.
“Karthus, Kassadin, Brand, Aurelion Sol, Taric, Nasus, Senna, Camille, and more are champions who benefitted a bunch from items becoming weaker as their inherent kit scalings have become relatively stronger and they’ve risen above the pack,” Riot Phroxzon said. “We’re targeting some nerfs at these champions to bring them down some amount as a result.”

Many of the changes in this patch are for champions that were not updated in the previous patch.

Irelia now relies more on her Q ability and less on auto attacks, and she is stronger early in the game.
The other champions on this list are simply not powerful enough, so the devs are making them slightly stronger.

Swain’s kit is being adjusted to make his farming roles, particularly in solo lanes, more satisfying, powerful, and reliable.

“Lethal Tempo is a tad weaker than alternatives for the melee carries, so we’re giving it a bump after Grasp of the Undying was nerfed out for them,” Riot Phroxzon said. “This is also to keep the power level roughly the same for them with the Blade of the Ruined King nerf.”

Bounties are now more closely tied to gold in and out, with repeated kills offering less bounty and gold.
Objective bounties are now based more on gold than XP to align better with player perceptions of leads, especially in professional play.
